The ISTAS Standard is a comprehensive framework designed to define and uphold the highest standards in school transport. Developed specifically for the education sector, it underpins the ISTAS Accreditation process and provides schools with a clear, structured approach to ensuring that transport services are safe, efficient, and professionally managed.
At the heart of the ISTAS Standard is the principle that safety is a shared responsibility. Every member of the school community—leaders, drivers, parents, pupils, and service providers—plays a vital role in maintaining a secure and reliable transport environment. The standard not only supports schools in meeting their legal and operational obligations but also promotes a culture of care, accountability, and continuous improvement.
The framework consists of four key sections, each of which must be completed in order to apply for ISTAS Accreditation. Together, these sections reflect the interconnected elements that contribute to a high-quality school transport service.
Transport Management focuses on the strategic oversight and planning of transport operations. This includes policies, staffing, route design, and risk assessments—all aligned to ensure safety, operational efficiency, and compliance with best practice.
Vehicle Maintenance and Compliance addresses the essential processes of inspecting, servicing, and repairing transport vehicles. This ensures all vehicles remain safe, roadworthy, and fully compliant with relevant safety regulations and standards.
Drivers’ Roles and Responsibilities outlines the expectations for driver conduct and professionalism. It covers safeguarding, behaviour management, communication, and safety protocols—recognising the critical role drivers play in ensuring the wellbeing of pupils and the smooth running of daily operations.
Stakeholder Communication emphasises the importance of clear and consistent communication between all parties involved in school transport. From informing parents of delays to training staff and engaging external providers, this section promotes transparency, trust, and collaboration throughout the school community.
Together, these components form a robust foundation for ISTAS Accreditation—empowering schools to elevate transport standards, demonstrate leadership in safety, and build parent confidence through a structured, accountable approach.
